The World Moral Organization™ (WMO) is an international non-governmental, non-profit organization with independent legal personality, and a sister organization and member of the World Credit Organization (WCO). We fully comply with the ICE8000 International Integrity Standard System and the ICE8000 Moral Conscience Assessment and Persuasion-to-Good Standard. Our purpose is to promote humanity's understanding and observance of universal morality, to foster social integrity, to reduce transaction costs and to increase human well-being.
What we do
We promote and apply the ICE8000® Moral Conscience Assessment and Persuasion-to-Good Standard. In practice this means three things: helping the public understand the moral bottom line and humanity's universal values; supporting fair, objective assessment of conduct against that standard; and encouraging correction of immoral conduct through persuasion to good, while recognising those who act morally and nobly.

IndependenceWe have no governmental or quasi-governmental background and do not seek the support of any government.
Objectivity and fairnessAssessment follows the principles of objectivity, fairness and reasonableness, and every party has the right to be heard and to object.
UniversalityThe standard we apply rests on values that hold regardless of time, place, ethnicity, religion or belief.
RestraintWe uphold the bottom line; we never compel anyone to pursue the higher ideals that must remain a free choice.
Our relationship with the World Credit Organization
The World Credit Organization (WCO) is an international non-governmental organization founded in March 2004 in Hong Kong and now headquartered in Washington, D.C., with a second headquarters in New Brunswick, Canada. It is the author of the ICE8000 International Integrity Standard System and the builder of the international social credit system. The ICE8000 Moral Conscience Assessment and Persuasion-to-Good Standard was written by WCO founder Fang Bangjian and adopted by the WCO Integrity Standards Committee.
The World Moral Organization™ is a sister organization and member of WCO, an international organization with independent legal personality, and one of the ICE8000 family of institutions, which also includes the World Integrity Organization, the International Moral Court, the International Credit Dispute Arbitration Commission® and ICE8000 College. Where WCO addresses integrity and credit as a whole, WMO focuses on the moral conscience dimension: the universal values, the moral bottom line and the persuasion-to-good work that the standard describes.
WMO fully complies with the ICE8000 International Integrity Standard System and the ICE8000 Moral Conscience Assessment and Persuasion-to-Good Standard. The standards are written and interpreted by WCO; WMO applies them as an independent legal entity, bears responsibility for its own acts, and does not act on behalf of WCO. Like WCO, we have no governmental or quasi-governmental background in any country, and we do not seek the support of any government in order to preserve our independence.
- March 2004The World Credit Organization is founded, the origin of the ICE8000 standards.
- February 2011The ICE8000 Moral Conscience Assessment and Persuasion-to-Good Standard is first drafted.
- January 2012ICASA and ICEA merge to form the World Credit Organization in its present form.
- January 2015The tenth revision of the Moral Conscience Standard (current version) is adopted.
- January 2024The ICE8000 institutions relocate their principal seat to Washington, D.C.
- 2026The World Moral Organization launches this website to bring the standard to a global audience.
